There are some situations where phones may get stuck on registering which means they're not able to connect and sync up with the server and not able to retrieve their settings.  For example, if a phone has been disconnected for a long period of time and a system upgrade has happened during that time, the phone may have old settings and get stuck in the registering state.

To clear this state, we need to clear the settings on the phone.  Once connected, the phone will retrieve its appropriate configuration.
